
The Cool-America Plan provides the President of the United States with the ability to fulfill the election promise made to Americans in 2008; to provide jobs and to move the country towards a greener more energy efficient economy.

Executive Order 13514
The Cool-America Plan addresses Executive Order 13514 (2009) in which President Barack Obama announced that the new commitment to clean energy could lead to more than 800,000 new jobs by 2012. This Plan does not require and act of Congress to adopt, but instead meets the March 4, 2011 Implementation Instructions require the CEQ to Identify 3-5 Priority Actions (for FY2012) by September 30, 2011.
The Cool America Plan also specifically fulfills the dual purpose as stated by the Secretary of Energy Steven Chu, that being to “dramatically reduce our carbon emissions and reinvigorate our economy at the same time.”
